It's complete bollocks. LJ seem to have no clue about how to communicate anything to anyone. You'd have thought after last time they'd have given this even the tiniest bit of thought.

If the Inquisitorial Squad start monitoring my favourite Sirius/Remus at 15/16/17 years old PWP fics and banning the authors to Azkaban then I might be a little bit pissed off.

This whole timing thing, posting thing just before the HP book, really smacks of the same kind of careless attitude that got everyone so riled up last time. Clearly, they didn't learn.
